Econsult Assessment Report: NewCourtland Community Homeownership Demonstration Project

What if one housing model could create opportunity across generations and strengthen neighborhoods at the same time?

NewCourtland is advancing our Community Homeownership Demonstration, an innovative approach designed to create attainable pathways to homeownership for working families while expanding affordable, community-based housing options for older adults.

We engaged Econsult Solutions, Inc. (ESI) to independently assess the market rationale behind the model and its potential for replication by other nonprofit community development organizations. Their research supports the opportunity: addressing barriers to homeownership for working families, creating accessible housing options for older adults, and offering a scalable, lower-cost approach that can strengthen neighborhoods across generations.

Through duplex and multi-unit homes, the model pairs family homeownership with accessible senior apartments master-leased by NewCourtland – providing homeowners with rental income while creating greater housing stability and choice for older adults.

The potential goes well beyond individual homes. It’s about building equity, creating intergenerational connections, strengthening neighborhoods and exploring a new way to expand housing opportunity in Philadelphia.

For NewCourtland, this work is about more than building housing. It’s about testing new ideas, investing in what works, and creating models that can help Philadelphia meet the needs of residents across generations.
